Ministry of Foreign affairs think that Chinese Government may possibly issue on January 1st some declaration of principle relating to extraterritoriality but they do not believe that it will go beyond that. Should it do so, they are of opinion that strong protest will be necessary and they seem to have in mind also the possibility of the necessity of action at the treaty ports such as that mentioned in your telegram No. 175

to Tokyo.
